Bush-Veto gegen astronomische Zigarren-Steuern
Nicht nur in der Schweiz sind letzte Woche für die Zigarren-Branche wichtige politische Entscheide gefallen. Auch in den USA wird im Moment über die Zukunft der Zigarre entschieden. Senat und Repräsentantenhaus haben Ende September ein Gesetz zur staatlichen Finanzierung der Krankenversicherung von Kindern verabschiedet, das mit höheren Tabaksteuern finanziert werden soll.
Das neue Gesetz hat massive Auswirkungen auf die Zigarren-Branche. Die Höchststeuer pro Zigarre wird von bisher 0.05 auf neu 3 Dollar angehoben. Auf bestehende Lager muss eine Nachsteuer bezahlt werden.
Am vergangenen Donnerstag hat Präsident Bush wie angekündigt sein Veto gegen das Gesetz eingelegt. Bis am 18. Oktober wird jetzt hinter den Kulissen verhandelt, um einen Kompromiss zu finden. Damit das Veto von Bush überstimmt werden kann, braucht es im Senat und Repräsentantenhaus eine Zweidrittelsmehrheit.

The negative impact of this tax is already being felt. The threat of losing my company, my home and our employee’s careers [is] very real. My workers here and in Nicaragua are frightened. The rumors of a mass exodus from Central America to cross the border into our Country truly frightens me and many fellow Americans.

There will be a widespread negative economic and social impact of the cigar tax on developing countries that make cigars and grow cigar tobacco including the Dominican Republic, Honduras, Nicaragua, Mexico, the Bahamas, Ecuador, Columbia, Peru, Brazil, Panama, Costa Rica and Cameroon, Africa. Cigars and cigar tobacco are some of the largest exports from these countries and 95% of their cigar exports are to the U.S. market.
